john boehner has had permanent damage done to him by the failure to pass plan b, the way he was ultimately kind of on the sidelines of the negotiations. winners, two, joe biden and mitch mcconnell, proving as they did with the debt ceiling and in 2010 with the bush tax cuts, they know how to get things done. >> luke, let's talk first about the breakdown of the vote. in the house vote last night, only 85 republicans voted for this deal. the speaker, as you pointed out last night, showed some guts in actually voting for it. >> speakers ordinarily don't necessarily vote. sometimes they vote on big bills, but especially with this big vote where he knew cantor and mccarthy were going to vote against it. he made a decision he should be on the yes side of this, for whatever reason, for conversations i've had, look, he wanted to be out in front to tell his republican colleagues this is the best deal they could get in this situation and wanted to put the tax issue to bed finally and felt his support was much needed to be shown, especially after what mitch mcconnell did in the senate

. the leadership has gone mum on that. we know there's not been communication between boehner and mcconnell, obama and boehner. are you amazed with this short amount of time to go there seems to be no sense of urgency on either side? >> am i amazed, given what we went through with the debt ceiling, no, i'm not amazed. i think there are forces here in this town that would like for us, sure people would like for there to be a deal, but going over the cliff on january 1st when there's this notion where it's not really a cliff, it's a slope, it's a curb depending who you talk to, that you can repair the damage if you get a deal done, you know, a few days after january 3rd. i think people feel like they can slow walk. as we saw last week when plan b failed, you know, speaker boehner said it's up to the white house and the democrats to come up with a deal. >> washing my hands with it. what's interesting is what you just touched on, conventional wisdom has grown now to it's a cliff, it's a cliff, we can't go off it, to we're okay for two to three weeks afterwards, the treasury can stay in place. do you t

into boehner. they have been saying all along that it is up for the senate to act and the president to act and the house has done its will, washed their hands of it. what's john boehner thinking going into this meeting? what do they hope to get if anything from it? >> what i'm hearing more broadly, luke is that there are so many conversations going on right now. and there seems to be more interest in one of the ideas that boehner has talked about which is use what the house has already passed which would extend all of the tax rates where they are right now and then amend it. and part of what is happening here is what can be done in terms of the wheels of legislation, what can be done in terms of political will. lots of conversations are happening. what we are learning is that no new paper has traded hands, if you will, so no actual proposals have been exchanged. will are very substantive discussions going on between people who are at a senior level in these negotiations. looking at ways they can probably bridge thing divide. some of the things we have been talking about is put the income t
